Using the “msconfig” feature is the best way to enhance the startup of Windows XP. You can follow these simple instructions in order to use this feature:

Finally, type "msconfig" Wait for a new window to pop up, and follow the instructions.

All of the folders and files you see in this Temp folder are no longer being used by Windows XP and can safely be deleted. To remove individual folders or files just:

Hold down your Ctrl key while left-clicking on each item you want delete. Release the Ctrl key when you're finished.

To delete these items, hit your Delete key or choose File and then Delete from the menu.
Note: Always confirm that the folder which is opened has a "temp" on the top of menu bar and the folder indicates that it is a temporary folder.
Defragment your HardDrive
Disk defragmentation is another way to optimize the speed of the operating system and increase slow startup in Windows XP. The best way to access Disk Defragmenter is through the Computer Management Console.
